It means

He will be able to trick people into thinking he is going to channel his ult, where he actually stands like a scarecrow.
You know, like the Wukong kind of bluff with his decoys.
Probably just a fun little easter egg they threw in, like Skarner sitting in a bush for 12 seconds going "SKAR! SKAR SKARNER!" as if he were a Pokémon.

i would guess it freezes his idle animations to make him look creepier and also let you know that his passive has activated
As far as i know its a hilarious nonsensical thing they added for fun, like 
dance scaling with move speed and the recent sass added to 
with her braid animation update.
It means 1 of 2 things
- hey the enemy fid is afk, lets kill him.
- /ALL report fid afk
Don't worry about it. All he does is stop his idle animation and stand still.
I expected something actually cool and was very disappointed
Tested it on EUNE; he straight up just freezes, kinda lame, nothing extraordinary.
His animation just stops where it is.

This is riot trolling it's player base; it also doubles as a troll buff for the seasoned troll. In games where your team is throwing/derping, you can afk and protest that you're not afk and can't be reported because you are trying to figure out what your passive's secret op mechanic is; or griefing, claiming, "I think I'm bugged, isn't it supposed to be camouflaged like Teemo?"
They want you to go afk during the game.

I'm guessing he'll do a T-pose similar to when he drains or ults. It looks like a more visually clear sign of his passive being ready than what's already in place. Fewer particles this way and a neat thematic match at the same time.

Gameplay wise, I just tested it and it just freezes his idle animation.
Why they did it, to make you shit your pants. Think of this, in a horror video game, you see a dead body and go to walk by it, then it suddenly jumps at you out of nowhere. With Fiddle's movement speed buff on his passive it can create the same sense of "OH GOD I SHIT MY PANTS" deal with it when the dead body (or idle fiddlesticks) just rushes at you out of nowhere.
