Penalties for rage quit, AFK, inting, trolling, etc

I will disclaimer this post that I am probably considered a below average player. Regardless, I like to play ranked and I try to be a serious player. I watch videos to learn techniques, research builds and items, and have tried to learn game mechanics. When I get matched with other people that take the game seriously, I can raise my rank. Case in point, I've been stuck in Bronze V for some time and was recently able to fight to the top of Bronze III. Almost promo'd to Bronze II.

Then I encountered player after player that rage quit, went AFK, decided they didn't like someone or something someone did and decided to int, or just plain trolled. Others have just fed like crazy and then wondered during the game why we were losing. I can understand making bad decisions and mistakes. That's normal but doing things to intentionally cause other players to have a bad game experience just isn't right (notice that I didn't say fair).

Please Riot, do something to solve these problems?
