Lots of abilities that need a QoL buff like Cass's new E

Cassiopeia's E will refund mana if the target is killed with it. There are tons of similar abilities, Annie's Q and Irelia's Q come to mind immediately. The difference with Cassiopeia's E is that the refund applies if the target does while in flight. Why don't Irelia and Annie get the same treatment?
