How do long af queue times happen?

Right now I've been waiting 9 minutes for a Mid>Jung bronze/silver ranked game. Also, Mid>Top has resulted in waits longer than 15 minutes. How do these long queue times happen? Obviously games are still being made, so who's getting put in before me for the last 10 minutes?
