Is it me or is Vlad really slow?

I play vlad a lot and I noticed that vlad's movement speed is really slow compared to a lot of champions. I ran into situations multiple times where I have built boots completely and a lot of champions that are at the edge of my q's range with only the basic boots are still able to outrun vlad who has crimson rush. Hell I started to get more kills when changed one of my quintessence to movement speed, even then people still outrun me. One time I built rylais, boots of swiftness, ekko's and my opponent, vieg, who only had sorcerer's boots as a movement item was able to outrun me.
