That's true NOW, but there have been several patches both changing spear damage mechanics and reducing missile width. Meanwhile Blitz just recently had move speed on his W reduced. Just because a play pattern is intended doesn't mean it's balanced. And I'm saying, Soraka's Q is pretty hard to dodge if you're relatively immobile, very hard if she hits the silence first, and since it's a HoT that heals for more than before her sustain is even better. she's a ridiculous solo lane bully.

The CC went from a tiny zone that's very hard to hit, to a huge zone that's hard to miss. And the lower mana cost and CD is kind of huge. in this whole equation.

"Draintank" means "tanks by draining health." I'm not talking about a full tank raka.
