We need to talk about catch up exp.

Currently especially in the jg. Catch up exp is way high. This needs to be tuned down a bit. If I spend 8 mins of the first 10 mins of a game dumping on my enemy jgler. They should pay for it. But if I gank at min 11 then recall. They finally get a chickens and a gromp that I have been taking all game. They are already back up to the same lvl as me maybe behind 1. When they should be behind 2.4 lvls worth of xb. Seems a bit odd you get rewarded mid and late game for being bad in the early game. Please discuss below I wanna hear thoughts on this and if a rioter would talk a little bit for plans to change this for next season. Im no pro. I don't even play ranked because I can't trust my internet and dont wanna ruin other players elo. But I do put in work when I play jg. Thanks!
