Buff QSS stats, the item stats is so uneffecient!
Why does zhonyo's hourglass have a good active and stats. People only build qss only when they are forced too because this item is so shit they cant build it everygame.

First off. Inefficient. Secondly, you don't need to upgrade it like you need with zhonyas. And the QSS part can actually be built by ANYONE not just mages. It also invalidates entire champions like Malzahar or Skarner or Morde.
So, you can't really buff it. It's serving it's purpose beautifully. Doesn't need any buffs. It's not a generic item that you should feel good about building every game. Mercurial could not even exist and the same amount of people would build QSS.
P.s. Plus, how often do you get to 6 complete items so that this is even a concern
High impact active justifies is low stat gold efficiency
Make it same as 
as a one time use item and the full built item has a 120s CD and we are golden
The point of QSS is the active the stats barely matter.
It is quite unsatisfying to build Mercurial Scimitar because of how much gold you have to invest in the QSS itself. However, the gold value is situational. If you're really far ahead and the enemy has a Malzahar, or any other champion that can completely stop you with ONE BUTTON, then QSS has a value equal to all your items (because no matter how many items you have, it doesn't matter if you die before you can do anything). For a single moment, it can have a gold value of over 10k. If you're using it in short trades or something, you can make it worthless though.
