You can, though I believe his laning in either top or support is stronger.
Awhile back they made his early game W weaker if I recall while buffing his E. His first clear was already slow as it was, and that didn't help. With the E being stronger ever since, his laning became much stronger since he has easy wave clear and harrass.
Basically, his jungle is just too slow at the start compared to most other jungles. You can do it, but invades are likely, or you will leave your laners open to early ganks since you will still be clearing.

I've actually recently been very strong as Naut Jg (haven't done him in Ranked yet, though). I have yet to try him AP Jg, but Tank Jg is going very well for him.
I'd still do it, but he's definitely played less often in the jungle now. The main reason I'd highlight for his drop in popularity is his abysmally slow first clear. The W and E changes were quite nice for his teamfighting, particularly after mid-game, but they certainly didn't do his early jungle clearing any favors. He still becomes more or less invincible in the jungle with a few ranks in W and a
, but before that it's quite painful.
You can, the reason people don't play it is because he clears the jungle really slowly.
This results in champions like
having a really easy time invading you.
They'll hunt you in your own jungle, kill you and snowball the game that way.
If their jungle is someone who has a rough time clearing early themselves, it should be fine to pick Naut JG.
You should realise though; Nautilus can not carry. He needs his team. That is not really a good thing for soloq
