The tooltip in-game is the correct version. That mastery is for supports like Karma, Soraka, Nami, Sona, etc.

If you want the self-healing buff, go for the "Runic Armor" mastery, tier three in resolve, which grants: "1.6 / 3.2 / 4.8 / 6.4 / 8% stronger shields and healing on you (includes lifesteal and health regeneration)."

well Deathfire also says it has 8 base damage on the mastery page but when you go in game it says it has 6 base damage... there are way too many inconsistencies in the tooltips of the masteries

It seems like no one definitively knows. Some people are taking the in-game text as law. Others are just suggesting other masteries.

Windseeker's will not work unfortunately. Thunderlords is a very strong choice for her right now. Next patch stormraider may not be so bad either as it will help woth her lack of mobility by quite a bit.

If you want percent healing added to your Q, get Spirit Vissage. As it stand right now, I prefer Grasp of the Undying
