Remake System Problem...

So recently I have been grinding ranked trying to get to gold so i can get the rewards. I'm an average player, I'm not here to complain about my teams being awful or anything like that, I can take a loss or two. However I cannot stand losing 20 so LP for a failed remake. When I say failed I mean when someone is in the game, THEN disconnects. For whatever reason it doesn't give my team and me an option to remake. My last game we had a Rammus top who said nothing the entire time in lobby. We all got into the game fine and it looked like it was going to go good. A couple seconds into the game Rammus disconnects and our team was talking about remaking. He never came back... Me and Fizz fight one on one mid lane and we both die. Now at first when it wouldn't let us start the remake vote I thought it was because I died. However I remember getting a first blood in a game not long ago, and they were able to remake afterwards. So what happened in my last game? Why was my team unable to remake? I'm quite upset since I lost valuable LP because of it being a 4v5. At this point i just want to know what happened!
