Why can you flash away from Fizz's Q?

I don't understand why you can do this, you can't flash away from Lee Sin's kick or Maoki's Twisted Advance. Whats the reasoning for this?

Fizz's Q is just a Dash.

Lee Sin's jump is to a target he hits with his Q and Maokai's Twisted Advance is a targeted Dash.
