Need For /Boot /Kick & Post-Game Forgiveness

Teams in lower ranks need the option to /boot or /kick a troll player on their team. If someone has gone base to feeding multiple times on purpose, I would like to be able to remove that person from our team with a vote, and that person should get a punishment if their teams remove them from games frequently.

If I'm playing against a team, where I can see someone intentionally feeding, I would like the option after the game is over, to vote with my team to give the losing team a sympathy vote where they lose less LP because of the trolls disadvantage to them.

There is no working system currently in place to help remove these trolls. In fact, when other players try to deal with these players, most of the time they are the ones getting punished, because of the super easy chat history punishing. Therefore, trolls can get away with it almost every single time, while the current system at ease punishes anyone who voices a concern at said troll.

Give non-trolls the ability to act against a troll. (No real definition of troll, but one could be someone who picks a position already picked, and ruins team comp, or someone who just feeds down lanes on purpose all game, Champ follows you around and takes all your cs and then feeds, or someone who rages and feeds on purpose, and these can even be options used in the /boot /kick vote.

There is no coding in place to find frequent trolls, because that would be practically impossible, but this could at least give players a better voice IN GAME, then waiting 50 minutes because most teams have that guy that Never Surrenders... so you have to deal with this troll for 50 minutes, or you get punished for AFKing that game.
