why are you nerfing rageblade? but not kai sa?

Because Rageblade is the problem here, not Kai'sa alone.

Because rageblade is the actual issue. For once instead of gutting the champion into the ground and letting another equally fucked champion take her place, they're nerfing the item first and will likely buff as needed.

This also addresses the potential issue of making Kai'sa dependent upon the item and creating a stagnant, permanent build-path for her that she can't divert from. Nerfing an item and buffing the champions affected opens them to being able to build other items instead of just requiring rageblade to function.

Believe it or not, this is actually the best possible course of action, and one that Riot doesn't usually take a lot of the times (see the Cinderhulk dilemma). Kai'sa isn't even necessarily that strong, just that rageblade functions too well with her and gives her everything she could ever want.
