Can someone explain Precision to me?
The mastery Precision says Gain 3 + 0.3 per level armor and magic penetration. So I'm curious if I buy more armor does the penetration scale up or not?

It means per level. Example if you're level 10 you will get 3 + 0.3(10) hybrid pen or 6 total hybrid pen.
It's not 0.3 as in 30% of what you have. It's 0.3 as in 0.3 points per level.
