RIOT where was it announced that not banning a champion would be punished by leaver timer?

Choosing to not ban a champion is a strategic option that you should have as a player. You literally are forcing people in the new champ select to ban one of your champions. Do you realize how bad that looks that you think there are such broken champions available that you see it as trolling to not ban a champion. So you punish them with a 6 min leaver time as if they didn't pick a champion for the game.

If this is not a mistake then I want to hear your reasoning for why you think that this is a punishable offense.

Literally in the announcement;

Locking in now required: To keep champ select quick, every ban and pick now requires you to lock in. If you don’t, everyone’s kicked back to position select and you’ll face queue dodge penalties.

It was stated in the Patch Notes for 6.1

New champ select is coming to Ranked Draft. The new champ select experience will be enabled for Ranked Draft later this patch! We're starting with tests in NA and TR on January 14. If everything goes well, we'll continue to roll out new champ select in other territories over the following days. A few key details of the system are listed below; make sure to head back to the 2016 Season Update site for an in-depth overview. When new champ select launches, devs will be on the boards to gather feedback and track known issues. Let us know what you think! POSITION SELECT Teammates each select two positions they'd like to play (top, jungle, mid, bottom, support, fill) in the lobby POSITION ASSIGNMENT Once a match is found, new champ select assigns each teammate a position PICK INTENT Teammates have an opportunity to highlight the champion they want to play before picks and bans BANS Teammates assigned to third, fourth and fifth pick will each ban one champion LOCK IT IN Bans and picks must be locked in. This penalty feature doesn't seem fit to me. While extremely unlikely, it's possible for the fifth player to own 16 champions and face situation where 15 of them are already picked and banned, leaving him/her with only one choice which is likely to be against the player's interest.

I don't know, I feel that the freedom to not ban any champion should be an option.

You're REALLY leaning for this one. Throwing away the ability to prevent an enemy teamcomp you don't want to face isn't really worth it.

My only thought behind this is that if you were to not ban all 3 champions lets say... then if you know you can 1 v 5 with a champ that is banned every game, there is a better chance you will get him.
