When tahm kench uses his qw combo on a minion, it only takes 50 mana.
his w goes on cd, so it should cost the full 140 mana. reproduction rate 10/10

I don't believe it's a bug. It's been like this since release, and I'm surprised that a lot of people don't even know about it.
if his w goes on cooldown, it means he's used it, right? In that sense, since he had used the ability, it should go and take mana.
I think you use the remaining mana when you launch the minion.
Not a bug. You don't use the mana for the W however you don't do the damage of the Q and you have cool downs for Q and W.
Pretty fair trade.
