Legal Third Party Spectator

I know third party programs are strictly not allowed, but is there any toold that help you record and spectate a game? i want it to be like you're spectating, where you can move the cam screen at your free will, click stuffs and check champs cdrs, Not like a video record of just you playing. (but all champs)

op.gg is one. just go on the site, click record at the start of the game and you can watch afterwards. replay.gg is another.
