My toaster is having problems with 4.20

I normally played with 30-50 fps and I am noticing that sometimes during laning phase my fps fluctuates. I believe this is due to the minions and I notice that when I am at enemy's base it goes down to 10-15 fps which is almost unplayable. I am force to only play jungle thank god for team builder.

Anyone else experience this?
