How do I win a lane against a champion thats going for a tank build?

For example lets say top is going for a full health build. This to me seems like the most fucking annoying lane match up. The reason for this is that they always do a ton of damage to me and I do hardly any to them therefore, I need both defensive and offensive items. What do I do against tanks in general? Any suggested champions?

If the enemy is going full tank, someone who can poke and kite. I don't know how Rek'sai is still being used top lane. (as a tank no less) The best tanks are usually Maokai and Sion.

I might suggest someone like Ryze, Vlad, Gnar, or Quin(though I personally don't like top lane ADC's) Anyone of them should have enough kiting, poke, and sustain potential to survive the laning phase.

I prefer to go for percent max health dmg abilities or items if possible.

Obvious choices might be Vayne or Gnar or Quinn

Items might be item 3153 or item 3151

Just kite them and whittle them down. This is why Vayne is a particularly good choice

I do have to Reiterate though, I don't like Top Lane ADC's, and I wouldn't rely on them.

Even when poke champs help you against tanks. They will still be a problem in the late game, given that your team will be double ADC. And I would build Frozen heart + Thornmain to counter most comp like that.

I would still chose a top lane mage over an ADC. More so if your Mid laner can go AD (like a Jayce)

But if all else fails, Just fight fire with fire and go tank yourself.

You outfarm them, out push them, and then you rotate down and kill their jungler/mid laner while they're stuck dealing with waves.

Counter health with item 3153 or item 3151 . Also, if they're not building any resistances, you should be able to out-trade them relatively easily. Just get some potions.

On a completely different note, Trundle steals tanky stats with his ultimate. That may not be reliable in lane, but in teamfight you should be able to counter tanks. You can also try Nasus, since most of your damage doesn't come from itemization.
