Why is this allowed? I need a Rioter or something to tell me why ARAM, an anti-heal/sustain mode, has this item in it?

Because if you are given a bunch of mellee champions into a poke team like nnidalee lux ziggs, it is not very fun.

It actually wasn't in ARAM until I think it was last year some time after they updated it. But yeah, it's for teams that are getting poked to death.

It was originally on ARAM at launch, then removed after awhile and recently brought back.
