Did the adc changes... just break the broken adcs?

From what I've seen so far, every adc champion except Kog'maw and Graves has been relegated to 'obscure relic' status. I haven't seen the reworked Jinx in play yet, so that particular one remains to be seen. But for everything else--no other adc champ in the game seems to be able to compete even REMOTELY with Graves or Kog in mid to late game. Let's face it--in all honesty, Graves and Kog were incredibly formidable opponents already even before the patch. A good Graves could out-damage most adcs in early game, shutting them down in lane, and a midgame Kog had such high Attack Speed your only hope to survive was to outrun him--oh, wait... you couldn't outrun an oversized caterpillar that could run rings around you.

I'm trying to figure this out, so help me, please. Am I just nuts, and only seeing the worst adc players around (which would mean I'm among them, because I can't do crap against either one of those two), or is there actually something seriously wrong with the reworks?
