Is it normal for kayle's E aoe to not proc spellthiefs?
I mean it's an ability, it's doing magic damage to enemies, hitting minions and doing 50~damage to enemies SHOULD proc spellthiefs in theory right?

the splash from kayle E is considered an on-hit effect, and spelltheifs doesn't proc on on-hit junk. so unless the triggering attack is a valid target for spelltheifs to proc, it wont be proc'd.
Her E splash also doesn't apply Hunter's Talisman's passive either and that hasn't been fixed for a good 6 months now.
