Except you're always supposed to max E first because maxing E gives more damage, lowers the cooldown, and lowers the time a target is marked by E; you hurt more and you're able to dash faster and more often. While maxing Q first only raises the damage and does not lower the cooldown.

Dashing around against an Akali is a terrible idea. She will out poke you, she will punish you for dashing onto her, and she will disappear so you can't even dash onto her, .. or, when she gets her ult, she will simply dodge away from you. You will still get the damage off, but you wont be able to follow up. Maxing Q is better against her because he needs the ability to poke and out trade her.
It's still more damage than upgrading Q. And also gives more chances of getitng away since the CD reduction.
He can't do much vs Akali after 6, but outscales her in 1v1 and in teamfights. She can't 1shot him, if he gets MR and she is squishy. Tank akali probably beat Yasuo until he gets armor pen, MR and his core crit items.
