Why is Challenger Ahri not included in the Nine-Tailed Fox bundle?

That bundle is sweet for people wanting all the Ahri skins but a bit disappointed that Challenger Ahri is not included and Legacy skins are generally included in bundles. Can Riot add that skin too please.
