Sivir has 399 movespeed with Tier 2 boots and phantom dancer. Can Sivir have 1 extra base movespeed?
400 movespeed would be pretty nice. It always bugs me when i play Sivir. Why is this issue still not addressed?

Because that's your own problem.
+1 MS won't help your OCD. You need therapy and pills.
Movespeed quint OP in this case. Just imagine, you don't need any change from Riot, or any weird base move speed. For the price of ONE quint you have have your movespeed over 400 in that situation!
I doubt they'll do this because A: her passive gives her MS after hitting w/ a basic attack/ ability, and her ult is a MS steroid, so yeah dont see it happening.

I dont see an Issue. Its balanced. 400 MS + Ult is just too OP Breh.[zombie-brand-mindblown]
