fiddle sticks is bugged, his q doesnt work on champs

last game i died so many times cuz his fear wasn't working, i would ult in q and e targets but noticing that they weren't feared at all, the brand becasue doing his spells after my fear cd went off the fizz was able to jump away after my fear cd went off, i checked to see if it worked at all on minions and it did work on them one was effected please fix (posted in report a bug but everyone knows riot doesnt look at that)
