Frozen Mallet and a Sub-set ingredient?

So it's been a long while since Frozen mallet had any popularity and I believe it's due to the fact that you don't gain the slow effects until the full 3.3k is invested. Pretty much every item in the game has a subset that provides the effects you are looking for, to a lesser extent.

Eg: item 3751 ->item 3068 or item 3077 -> item 3074 .

Originally, Phage had the slowing effect through RNG, akin to crit, but was removed due to the luck it provided and lack of counter play (see: dodge). The lack of immediate benefits makes this item really unappealing to build unless you happen to be really ahead, but that'd seem counter intuitive as it's not so much an offensive item, which are items you would want to build when you're ahead to keep ahead.

Proposal/Solution: Bring back an ingredient/subset that has the innate slow effect. Having an item that provides the slow early game makes this item more enticing to build as you won't have to wait till you get that 3.3k to get that slow. Make the Ruby Crystal build into an item with this slow, so you could replace the item 1028 in item 3022 's recipe.

Tl;Dr Turn the Ruby Crystal in Frozen Mallet's recipe into an item that has a less potent slow.

they did this on purpose. they want champs to build this as their last item because it's really frustrating to deal with in the laning phase. imagine if Garen could rush this item

Phage used to be a subset item. It would lose the Rage passive after becoming Frozen Mallet though.
