problem is most mage is not AA like normal adc,,,

there is some anti-burst item like qss, zhyonda, bv, hexdrinker, sg, etc

Hexer's Storm Breaker:

Unique Passive: Breaker: Hexer's Storm Breaker stores 20% of all magic damage taken up to a max of 1,800 Magic Damage

Unique Active: Clearer: Hexer's Storm Breaker releases all magic damage stored as Magic Damage in an AoE around the user

How about that?

I dont think riot wants Annie and Leblanc one shotting themselves while malzahar cant use his E with a tank nearby.

No, and here's why:

The champions you buy thornmail to counter (ADCs mainly) have sustain from their auto attacks. Mages have NO GOOD SUSTAIN (Ahri's passive isn't up all the time. Vlad and Swain need reworked. Will of the Ancients doesn't provide as much damage or utility for mages since if you are a good ranged mage you will never have to worry about taking damage, similar case for gunblade, and Casseopia is iffy.)

Another thing: Mages are generally burst damage, ADCs are generally sustained DPS.

magic damage thornmail would only serve to force mages to build WotA/Gunblade to remain competitive (if they aren't already completely shut down by the existence of this theoretical item) or blow themselves up every fight on the account of the existence of such an item being built.

Tl;dr Thornmail counters sustain. Mages generally have NO sustain. This is a terrible idea, has been suggested several times, and will NEVER happen unless mage sustain becomes overpowered (and at that point, they'd just nerf mage sustain instead.)

Thornmail doesn't reflect physical damage, it reflects auto attacks. You know, those things that don't have any costs and can be fired up to 2.5 times a second and can crit for double or more damage?

What would even compare to that on the mage side?
