Teemo on ARAM

It's widely known that Teemo is one of the most annoying champions to play against, whether it be Top, Mid, ADC, heck maybe even Jungle. But the worst part about playing against him, is when you play against him in an ARAM. It makes the health packs completely unusable unless you want to kill yourself, and yes I know, "Get the damn oracle's extract noob." Well half the people in the community doesn't even know that it exists, I'm even willing to bet a few Rioters don't know either. So let me get to the point now, Teemo is so very hard to play against in ARAMs and it takes the point of the game (to have fun and enjoy yourself), and changes it into wanting to rip your eyeballs out. I've had countless group discussions about this topic and some ideas we had to balance him out, were to limit the amount of shrooms that you are allowed to place, or remove the walking through a bush without leaving stealth passive when he's in an ARAM. Even adding oracle's extract to the "Recommended" list would help. Plz and ty Riot.
