Inconsistency with abilites

So with Cassiopeias twin fangs ability, it can be used with her own poison abilities, twitchs venom, and teemos poison. Why is it that anivia's frostbite ability does not interact with ashe, lissandra, sejuani, or anyone that uses ice abilities to frost the enemy like Cassiopeia does.
