Why is Air Dragon is so bad?

I like the dragon changes, a lot. Water dragon feels powerful, fire dragon is incredible, earth is a bit weird, but the one I really don't get is Air Dragon.

At its best, it's a weaker pair of item 3117. At its worst, it's a version of the now gone Alacrity enchantment with only 75% of the total movespeed given. Compare this to % increase in AD/AP, which is incredibly strong for carries, or % missing HP/mana regen, which is probably the strongest of them, and why would you ever want Air?

Air is definitely due for a buff in the future but the concept is solid.

A permanent buff to movement speeds allow for better rotations, split pushing, roaming, and highly mobile comps.

I dread letting Rengar or Evelynn getting the buff since they could do so much with it.

good for split pushing, picking off enemy champions and for making Hecarim and Udyr impossible to catch.

As a top laner who loves being a distraction on the other side of the map so my team can take objectives Air dragon is my absolute favorite. It rewards me when I ward well and pay attention to the map, and does nothing for me when I get careless.

The others are nice as well, but Air helps my personal playstyle the most.

I don't get why its just out of combat movement speed while the rest can be used in combat but I know why it isn't stronger with all the % movement speed available to carries .

Only buff air dragon needs to see is a % of your out of combat MS transfers to in combat OR your MS increase applies to winions.

The 2nd suggestion would greatly benefit splitpushing immensely it's always fun as my sivir to speed up winions when I get a clear chance to split so I'm fully behind the 2nd idea.

Move speed is insanely strong... Chasing, retreating, rotating, split pushing, etc.
