A question about Boots of Swiftness

I think I remember reading somewhere (on the wiki page I guess? I don't see it anymore...) that the self-slow from either pathing through units during his Judgement or during his passive could be mitigated with Boots of Swiftness . Does anyone know if either one is true? I know that Boots of Swiftness are recommended on Garen and honestly that's probably why, but if anyone could confirm or deny stuff that would be appreciated!
