Newbie question, but I need to know! regarding minions/monsters and penetration/reduction.

Will armor or magic penetration stat's work vs monsters? What about reduction? Does a black cleaver "cleave" super minions/dragon/barron/jungle creeps? Will a ghostblade reduce their armor by a flat 20? I'm pretty sure one works and one doesn't?

it does help against minions and jungle monsters (maybe not black clever never seen the rings(might only effect champions)). jungle monsters have - 10 MR I think, I think pen does work but not 100% sure.
