Why is Varus' level 18 AS so low?

Jinx basically has his passive on her Q and yet her base AS in rocket form is higher.WTF? I built PD and Hurricane on Varus and still couldn't break 2.0 AS even with passive.His passive is obsolete unless he gets a kill late game and even then Jinx does it better so why is it Varus is ignored? Does Riot not like his design? He's a skill shot based immobile caster.
