Where are the Hextech keys from games?

I play 3 accounts and play at least one game per day for every account (for the first win), but I have not got a single key fragment from playing games since preseason. I play all game modes. (5v5, 3v3, aram, sepcial) Is it adjusted or just tooooooooooooo unlucky? BTW I get some key fragment from level up box though.

im not exact on this, but, i believe key frags might be tied to honor, both in how much you have given and received? at least thats what it seems to me, as ive been trying to honor after every match and trying to get honor by communicating in chat with team.
