Internet Crash > Dodge

Even though I know how it still affects others gameplay experience and all, but I think not being able to lock in your champion(dodging) after an internet crash should not punish you for it, since its not in your decision to dodge, can either riot help we with this or explain why its a fair rule.

Riot cannot differentiate between an accidental or intentional dodge.

All they can tell is that you left the lobby or didn't lock-in/ban a champion, making every other player have to requeue and go through champion select again.

Even if you didn't personally decide to dodge, it is still your responsibility to ensure that your computer and connection are reliable enough to last through the game.

The punishment is minimal unless you dodge frequently anyways.

You're wasting everyone else's time that had to get matched and go through the ban and pick phase. Also there's no way for Riot to know if your internet actually crashed or if you simply unplugged your router.
