@Riot: Keys on Different Champs

Riot,

In the support page on hextech crafting, it says that not earning keys on champions you don't own is a bug, yet I, and many other people, have seen that you have done nothing to try and change it. Even if you don't change that, make it so we have a more definite way to know if we will get a key or not, because getting chests is easy enough, especially in a premade, but trying to get keys is super hard, and I currently have 7+ chests just waiting for keys.

TLDR: Change something about keys
