Was the idea of Rae used in creating Camille?

The champion idea created by Solidsnipe rae http://boards.na.leagueoflegends.com/en/c/skin-champion-concepts/uJheyaxq-league-of-legends-champion-concept-rae is different that Camille actual form but RIOT always says a champion goes through many phases before completion. I was thinking perhaps they started with this idea and eventually took some of the aspects they liked and disliked and went on. I think it would be exceptional if this was the case. People are always posting champ ideas and its nice to see someone get some recognition. If that is the case ofc. I'd hopefully like to see more of this. Maybe even award such summoners an exclusive icon would be fantastic. If this wasn't what happened would we see rae and more summoner created champions introduced in the future?
