Call order needs to be enforced in Normals or give us the option to report hijackers

One consistent problem I've found over the years playing League in normal games is the constant arguing and hijacking of champion select. You could say "Oh it's just norms", but the main issue is that we aren't able to report people in champion select that hijack the lobby and end up having to waste 30 minutes with two people playing double mid or double jungle because one person didn't get their role call. It might "just be norms", but wasting 30 minutes of playing in an extremely one sided game isn't a fun experience for the 4 or 3 other people in the lobby just because one person decided that they were just going to not respect that someone called a role first.

Call order needs to be enforced. It's only fair that the person that calls first is able to play the role. The only issue with this idea is that people playing on toasters may not get their roles consistently, however we'd be able to punish people hijacking lobbies if we had a report option in champion select.
