which one is better? also is ad jarvan 4 good? just been seeing it a lot these days

AD J4 strong early. Vlad strong late.
Are we talking top lane?
I'd probably say Vlad, mostly because I don't like Light fighters that much. I need Either ranged poke, or Full tankyness.
For top probably vlad for a more consistent pick (even though you're likely better with him mid, lane phase will suck more but you likely want someone tankier top) J4 top lane assassin has been a bit of a thing lately, but it seems to be a feast or famine style of play.
Vlad is countered by current toplane meta champs: Riven, Irelia. But he can beat other champions (and J4 too).
Jarvan 4 is strong.
They're very different so you better to have both of them.
