No, he falls off late. Also, it depends if your team needs ability or attack damage. Can they team fight well? Vlad in a team fight is one nasty son of a gun.

Are we talking top lane?

I'd probably say Vlad, mostly because I don't like Light fighters that much. I need Either ranged poke, or Full tankyness.

For top probably vlad for a more consistent pick (even though you're likely better with him mid, lane phase will suck more but you likely want someone tankier top) J4 top lane assassin has been a bit of a thing lately, but it seems to be a feast or famine style of play.

Vlad is countered by current toplane meta champs: Riven, Irelia. But he can beat other champions (and J4 too).

Jarvan 4 is strong.

They're very different so you better to have both of them.

Really?

1st. Vlad's sustain in the early game is trash. 2nd. Jarvan has not one, but two gap closers. One that's a on a relatively low cooldown, the other of which locks the target into a ring of unpassable of terrain (barring mobility spells, which vlad does not have without flash). On top of that he more movement speed. 3rd. Ignite, always take ignite vs a vlad lane.
