can the project border be any more confusing to get?

below sums up what you need to do to unlock a border becuase its confusing as fuck

part 1: u find boxes and collect power cores from openning the boxes. next you buy a icon in the store. this can be caster icon, decrypter, or hyper edge. use your collected power cores to unlock the icon.
NOTE: you only need to buy one to continue to phase 2

part 2: buy a disruption icon available starting august 8 use collected cores to unlock icon voila now u have border. why couldn't riot make this easier to understand instead of making it so stupid.

ps. i'm upset because i wasted all my cores on fucking icons when all i wanted was a border for ashe

I have the border for Kata, just got the Kata icon chest then used 7 cores with it. Then you need to have the icon (red triangle in Kata's case) set as your icon. Then you should have it.
