I see you just watched the Hashinshin video
The buffs more than likely massively offset the nerfs and Garen will have an easier time than ever against ranged tops if the changes go through as is.
Range tops have always been a thing it's part of the role. In fact playing things like teemo and kennen in anything but top is off meta.
Also pyke top,vik top,ekko top, and many more have been nerfed, in fact top lane has hit more off meta champions then any other lane.
