Wont let me ban or lock in champ in ranked and rank is unbalanced

my league of legends after a game wouldn't let me ban in ranked or lock in a champ and now i have a dodge timer since i couldn't lock in also you guys need to work on your balancing i won 4 games then lost 4 games back to back and even got paired with a low bronze in my last game its very irritating
