Why are new level 30 players all placed in gold 4?

Im really confused, why do i keep getting games where someone (on either team) is level 30 or 40 gold 4 and has no idea what they're doing? I'm not losing because of it... sometimes I do but it's balanced out with wins when theyre on the enemy team. But its ruining ranked.. Been silver forever and decided to take ranked seriously this season and I'm just about to hit gold. But it all feels in Vayne if I can just make a new account, get to level 30 and get gold immediately... regardless of what happens in my games

They are not. They are placed in S2 and the River of falling noobs makes S3-S1 some of the worst Rank games in League.
