I also down voted, because reasons Pete said, plus its a dumb idea.

The fact they give any in the first place is awesome, no one else but steam dies that far as im aware.

Plus few champs are worth refunding. If you blow through all your refunds you don't deserve more, this isn't a used game shop where you return old ones to get new ones.

I'd like to ability to move less desired skins I have to other champions each year. I already own every champion. I don't mind dreaming about owning every skin, I just want to move some. There are also new champions constantly coming out, and new skins. I think if you are dedicated enough to own every Lux skin up to StarGuardian, you should be allowed to relocate to a new one, because it's newer. Not infinity...3 times a year sounds cool tho. 3 is also extremely modest, there are 125ish champions with 3-9 skins each.

To be clear also, I want RP back, not $. Not like they are full refunds and Riot loses money. There is also the chance I buy the skin I refunded again. It's hard for Riot to lose in that circumstance.

I guess skins makes a little more sense, as you don't actually see the skin before you buy it (which is stupid) but I honestly look at them on youtube e before I buy them anyways so I can see them in detail
