On the subject of Runes

I understand why Riot removed the Rune Recycle system. But, I want to sell my lower leveled runes so I can put that IP towards higher leveled runes to make my rune pages proper. At this moment, in order to fill my rune pages the way I want them filled, will take 23,565 IP. That is a grind the likes of which I don't want to imagine. So, tell me, do you think Rito should allow us to sell our lower tier runes to put the IP towards higher tier runes?
