I played Vayne for a bunch of matches and noticed that Runaan's Hurricane isn't applying her silver bolt on hit effect. Was this intentional or is it actually a bug? I'm not quite sure myself. I'm just curious if it was intentional or not.

It was intentional. It was one of the first questions thrown at Riot when Hurricane was released. They specifically made it so Vayne does not get triple silver bolts on it. Not only would it be ridiculous balance wise but since the effect stops when you switch targets having 3 targets hit at the same time would lead to some....interesting......bugs.
