Does vayne E affect baron and dragon?

I feel like it doesn't because every single other spell out there that does %hp has a cap for jungle monsters, but i don't see one on vayne. There isn't anything that says it doesn't though, which seems like it would be really strong, you could make it pretty hard for the enemy to steal if you co-ordinate with your jungler and basically have 2 smites (silver bolts beats smite at 11750 hp, 30 mins).
