Crunching the numbers on the Garen nerf
So after seeing the many posts on Garen, I decided to do some number crunching and tests/comparisons between the Live Garen and adjusted Garen on the PBE as of 9.21's update on 10/5.

Garen Judgment (E) base damage per spin lowered from 8/12/16/20/24 to 4/8/12/16/20
TESTS
Now, let me preface this by saying this was all done in the Practice Tool (On both Live and PBE), on Test Dummies, while Conqueror was fully stacked. I may not have done things absolutely perfectly either (As in perfectly landed all ticks of the E on the targets, or may have moved in such a way where the 25% Bonus may have switched between the two or more dummies I used).
#####~~ Live Garen ~~
Setup: Conq rune, two Adaptive Stat Shards (So 11 AD).
Level 18 E with No Items, so 10 Spins: 726 - 753 to Main Targets (Recipient of 25% nearest target bonus), 623 - 637 to Secondary Targets. There were occasional outliers where I was getting around 650 Damage to secondary targets, but that may have been from moving around too much to where the 25% Bonus may have been switching between the targets, but the above integers are the average damage amounts I incurred in my tests.
Level 18 E with
, still the natural 10 Spins: 923 - 989 to Main Targets (Recipient of 25% nearest target bonus), 775 - 846 to Secondary Targets.
Just like with the "No Items" run, there is the occasional outlier where I managed to get about 1003 damage to Main, and 873 or thereabouts to Secondaries, but the above are the average amounts I managed to get.
Level 18 E with
so now 12 Spins: 966 - 1021 to Main Targets (Recipient of 25% nearest target bonus), 819 - 863 to Secondary Targets.
Outliers were running up to about 1033 on Main Targets, and 877 to 883 on Secondaries.

Same Rune Setup (Conq, 2 Adaptive Shards). Conq fully stacked.
Level 18 E, No Items, 10 Spins: 703 - 752 to Main Targets (Recipient of 25% nearest target bonus), 623 - 637 to Secondary Targets. So we can see there is a 23 Damage Difference at the most (726 minus 703 = 23) and a 1 Damage Difference at the least (753 minus 752 = 1) to Main Targets, and Secondary Damage seems to have no change whatsoever. There were also the occasional times when I only managed about 697 to Main Targets and 602 to Secondaries.
Level 18 E with
, 10 Spins : 923 - 977 to Main Targets (Recipient of 25% nearest target bonus), 759 - 833 to Secondaries.
So we see the lowest damage is the same (923 on both Live and PBE) but there is a 12 Damage Difference at the higher side of things (989 minus 977 = 12), and a 16 Damage Difference (775 minus 759 = 16) at the most and 13 Damage Difference (846 minus 833 = 13) at the least to Secondaries.
Occasional oddities were ranking 897 - 901 to Main Targets and 735 - 747 to Secondaries.
Level 18 E with
, 12 Spins: 955 - 1008 to Main Targets (Recipient of 25% nearest target bonus), 803 - 845 to Secondaries.
With Main Targets, 11 Damage Difference at the least (966 minus 955 = 11) 18 Damage Difference at most (1021 minus 1003 = 18). For Secondaries, there was a 16 Damage Difference at the least (819 minus 803 = 16) and an 18 Damage Difference at most (863 minus 845 = 18).
Variants included 919 - 927 to Main Targets and 785 - 819 on Secondaries.
Once again, this was all done in the Practice Tool, on both the Live and PBE servers, with the Conq rune, 2 Adaptive Stat Shards and while the Rune was fully stacked.
